KOUBA, Algeria At dusk on a recent day in the holy month ofRamadan, 200 hungry men lined up outside city hall in this hillsidesuburb of Algiers for a free meal offered by the town's Islamicgovernment.
Inside the municipal building, tables had been set with dates,olives, salad, mutton soup and bread. As the men filtered in, theyseparated into two groups. One group, mostly bearded and wearingtraditional floor-length galibeyah robes, lined up to pray beforeeating. The other, mainly men clad in dusty jeans and work clothes,went straight for the food.
